Duo Booked For Dowry Torture, Causing Burns

Mumbai: A businessman and his politician brother from Bandra were arrested on Monday after his wife managed to escape from their clutches and lodged a complaint of torture against the two. Besides keeping her locked in a room of their flat, the husband, with the help of his brother, scalded the woman with a hot spoon, burning her in the face.
Ramzan Sankla (42) and his brother Anis, who had unsuccessfully contested the last civic elections on a Congress ticket from Bandra (E), were remanded in police custody on Tuesday. They have been booked under sections 326-A (causing grievous hurt by throwing acid or by any other means with the intention of causing injuries), 498A (dowry harassment), 344 (wrongful confinement for 10 or more days), 506 (criminal intimidation) and 34 (common intention) of IPC.
Heena, who is from Rajasthan, got married to Ramzan in 2008. Before the wedding, the Sanklas had told her that Ramzan already had another wife but he had initiated divorce proceedings against her. However after her wedding, she learnt that the Sanklas had lied about his plan to divorce his first wife. Subsequently, Ramzan and Heena shifted to Dubai where their child was born. A few years later, they returned to Mumbai and Ramzan set up two separate households for his two wives. He would divide his time between Kurla, where he had arranged for a flat for Heena, and Bandra where his first wife lived. But last month, he took Heena back to his Bandra apartment to live with the rest of his family. Heena told the police that Ramzan had been torturing her for long but after she moved into his Bandra flat, he had turned even more aggressive.
He would often attack her with a hot spoon, scalding her in the face and other parts, lock her up in a room and would not even allow her to communicate with her parents who lived in Rajasthan, Heena told the police. She alleged that Anis supported her husband in his act.
Following the complaint, personnel from the Bandra police station arrested the accused and also rescued Heena’s toddler from the flat. The officers have also called her family. Heena and her child will stay at the police station till her parents arrive.
“She sustained grievous injuries and we have told the court about it. We objected to the bail application of the accused on Tuesday after which they were sent to the police custody.” Heena’s advocate, Nazneen Khatri said.

The Parliament amended the law and inserted two sub-sections, 326-A and 326-B, into it. The new sections deal with voluntarily causing hurt by use of acid etc
SECTION 326 A | Is applied on whoever causes permanent or partial damage or deformity or burns or maims or disfigures or disables any part of the body of a person or causes grievous hurt by throwing acid on or by administering acid to that person or by using any other means with the intention of causing harm and with the knowledge that he is likely to cause such injury. Under the law, a convict can be imprisoned for a term, which is not less then 10 years and may extend to life
