In a gross violation of norms prescribed under the Protection of Children from Sexual Offences Act (Pocso), a nine-year-old Dalit girl, who was raped by an upper caste man in Tehri last week, was allegedly made to sit beside her rapist and kept in a police station for 13 hours to record her statement.

The girl, who ultimately failed to record her statement, had to be again hospitalised on Sunday after she suffered excessive bleeding and showed signs of infections.

State transport minister Yashpal Arya, who met the survivor’s family, told TOI that police had forcefully sent the girl back from Doon hospital after her medical check-up on Friday. “The girl complained of severe stomach pain and bleeding after which I asked the police to immediately take her back to the hospital,” he said.

“The girl needed proper treatment even earlier but she was sent back home. The survivor’s mother told me that the girl and her rapist were made to sit next to each other in the same van while the cops were taking the two to police station for recording their statement. Under fear, she failed to record her statement on Sunday. This is a gross violation of rules. I will raise the matter with the DGP,” Arya said.

The girl’s mother told TOI, “She was taken by cops to the police station and kept there hungry for 13 hours. She was made to sit next to the accused which has made her depressed. She wasn’t speaking to anyone since she returned from the police station.”

The girl, who was initially taken to Landour community hospital, was later referred to Mussoorie civil hospital. She was further referred to Doon hospital on Sunday evening.

Uttarakhand State Commission for Protection of Child Rights chairperson Usha Negi, who also met the survivor on Sunday, alleged that the doctors at Doon hospital and Tehri police are responsible for the deteriorating condition of the girl.

According to police, Nitin Singh Pawar, 28, a Rajput who lives in the girl’s village, lured her to his grocery shop by offering sweets and raped her on Thursday. Police said that they registered a case against Pawar under section 376 (rape) of IPC and the relevant sections of SC/ST and POCSO Act, and arrested him on Friday
